Job Title:      Human Resources/Payroll

Dept./School: Business Services


Primary Purpose:

Direct and manage daily payroll activities of the district. Ensure that payroll is delivered in compliance with applicable state and federal laws and regulations and in a timely manner.

Qualifications:

Education/Certification:

Degree or High school diploma

 

Special Knowledge/Skills:

Knowledge of local, state, and federal requirements relating to payroll issues and reports

Knowledge of payroll accounting and auditing principles

Effective communication and interpersonal skills

Proficiency skills in keyboarding and file maintenance

Ability to work with numbers in an accurate and rapid manner

Ability to use software to develop spreadsheets, databases, and do word processing

Knowledge of administration of employee benefits programs and applicable laws

Ability to interpret and disseminate insurance and benefits information to individuals and groups

Ability to effectively present information in one-on-one and to small and large groups of employees

 

Experience:

Payroll experience at a high level of responsibility

Ascender or Skyward knowledge preferred

Experience in benefits administration, insurance administration

Major Responsibilities and Duties:

Payroll

  1. Direct and control payroll preparation and production, including regular, special, and supplemental payrolls. Ensure adherence to standards and procedures, and take steps to correct problems, delays, and inaccuracies.
  2. Develop and implement payroll procedures to ensure timely processing of payroll and the applicable payment of all benefits and payroll deductions.
  3. Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursement.
  4. Control payment of all liabilities generated through payroll, including taxes, Teacher Retirement System (TRS) deposits, insurance.
  5. Coordinate payroll operations with other accounting and data processing units, confer with other administrative and technical staff regarding changes and new systems, and participate in developing, implementing, and testing procedures.
  6. Process and resolve direct deposit and other banking interactions.

Benefits

  • Administer employee benefit programs such as group health insurance, dental, life and medical reimbursement. Handle employee benefit inquiries and complaints to ensure quick, equitable and courteous resolution. Act as liaison between employees and insurance carriers and resolve administrative problems.
  • Provide timely notice to employees about ACA and all applicable laws
  • Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans. Assist in annual open enrollment process. 

 

Records, Reports and Correspondence

  1. Prepare and verify monthly premium statements for all group insurance policies.

  

  1. Maintain confidentiality of information.

 

Human Resources

  13.   Handle routine HR inquiries to ensure a high level of service and responsive,        knowledgeable support for employees and their supervisors.

  1. 14. Receive and process applications, including verifying completeness of files and notifying those not selected for employment.
  2. Process new hire paperwork including criminal history information, references and other application materials.

 

  1. Prepare and distribute or post job vacancy announcements and advertisements.

 

  1. Assist with preparation and distribution of employment contracts.

 

Administration

  1. Interface with administrators, principals, directors, and staff regarding payroll-related issues. Assist with the equitable resolution of complaints, concerns, and problems in the area of payroll and personnel issues.
  2. Work cooperatively with Principals and Superintendent to process hiring, leave, terminations, and other employment-related issues.
  3. Compile, maintain, and file all reports, records, and other documents required including auditable records.
